White House FY 2020 Budget Targets Postal and Federal Community     (Posted March 12, 2019)

Yesterday, President Donald Trump submitted to Congress his Administration’s Fiscal Year 2020 Budget proposal. The financial document included 10-year cuts of $102 billion targeted at active and retired federal-postal workers, and $98 billion directed toward the U.S. Postal Service.

In sum, the President’s budget seeks to implement the following:

  • Increase employee FERS contribution by 1 percent per year for next 5-6 years
  • Eliminate the FERS program, replacing it with a defined-contribution plan
  • Eliminate the FERS retirement COLA
  • Reduce the CSRS retirement COLA to the inflation rate, minus 0.5 percent
  • Eliminate the FERS Supplemental Annuity
  • Change the retirement formula from the average of the high-3 years to the high-5
  • Reduce the earned interest on the Thrift Saving Plan G-Fund
  • Modify the FEHBP government contribution to reflect plan value

The President’s FY 2020 budget does not specify the proposals that would yield the $98 billion in Postal Service cuts; however, last year’s budget included reducing the days of delivery and moving away from door delivery among it proposals.

The release of the President’s budget coincided with the NAPS Legislative Training Seminar and Capitol Hill lobbying days, so NAPS’ legislative activists stormed the Hill armed with information to challenge the President’s budget cuts directed against NAPS members.

Board of Governors

Nominees confirmed, other candidates announced

The USPS Board of Governors acts much like a board of directors, conducting long-range planning and setting strategic policies, among other duties.

The U.S. Senate confirmed two nominations to the Postal Service Board of Governors, and President Trump announced his intent to nominate two other individuals to the board Aug. 28.

The Senate confirmed Robert M. Duncan, a Kentucky resident, and David C. Williams, an Illinois resident.

The USPS Board of Governors acts much like a board of directors, conducting long-range planning and setting strategic policies, among other duties.

The U.S. Senate confirmed two nominations to the Postal Service Board of Governors, and President Trump announced his intent to nominate two other individuals to the board Aug. 28.

The Senate confirmed Robert M. Duncan, a Kentucky resident, and David C. Williams, an Illinois resident.

President Trump nominated Duncan and Williams last fall.

On Aug. 28, President Trump announced his intent to nominate Ron A. Bloom, a New York resident,

and Roman Martinez IV, a Florida resident.

The USPS Board of Governors acts much like a board of directors, conducting long-range planning and setting strategic policies, among other duties.

Under current law, the board is intended to be comprised of nine governors and the Postmaster General and Deputy Postmaster General.

“The U.S. Postal Service is pleased with yesterday’s action by the U.S. Senate to confirm nominees to the Postal Service Board of Governors. We look forward to working with Robert M. Duncan and David C. Williams when they begin their terms as governors and thank the administration for nominating them to serve on the board. “The public interest and the Postal Service are best served by a fully constituted board made up of well-qualified individuals with diverse perspectives and experience. Powers of the Board of Governors necessary for continuity of operations will continue to be delegated to the temporary emergency committee until the board once again has a statutory quorum.”
