NAPS BRANCH 154
The 2ndQuarterly Meeting of NAPS Branch 154 was held at Palm Springs Pizza located at 3089 Forest Hill Boulevard, West Palm Beach, FL 33406 on Wednesday, May 8, 2019. Edith welcomed the retirees:_Karen Caruso, Rosemarie, Herzog, Edith Roundtree, Sonya Scherle, Gail & Jay Vanhorn.
Edith Roundtree called the meeting to order at7:00 PM with the Pledge of Allegiance.
- Roll call was taken by Wayne James for Suzette James, Letters were accepted from Suzette James, Rhonda Reister, Ed Grey & Andrew Kissoon.
- The minutes from last meeting were accepted by Richard Guevara& seconded by Gail Vanhorn.
- The Treasurer’s report was accepted by Jay Vanhorn and seconded by _Karen Caruso.
- Correspondences received from: None Received.
Edith talked about:
- Postmaster, Manager /Supervisor not requesting representation. You must notify NAPS of any actions taken against you.
- USPS hiring people from out of District over local employees doing the job. EAS working 10 to 12 hours and not being paid.
- Management can make you take up to a 2 hours lunch. When on 2 hour lunch leave the building.
- The Employee Labor Management Manual (ELM) doesn’t state discipline should be progressive in nature.
- Postmaster are forcing supervisor to drive over 50 miles to the plan
Richard talked about:
Supervisors must follow your schedule, address attendance!! Do your Job- address the employees and hold them accountable.

Working to get more 204B to stand up, but they are not staying up. Doing a lot of team building.
Short Drivers, but pushing “No late Trucks”
Drivers should not have to go into the building or up to the window to pull the mail out to the truck.

January 30, 2019 MEETING
NAPS BRANCH 154
The 1st Quarterly Meeting of NAPS Branch 154 was held at the BJ’s Restaurant & Brewhouse located at 1807 Palm Beach Lakes BLVD West Palm Beach, FL 33401 on Wednesday, January 30. 2019. Edith welcomed the retirees: _Karen Caruso, Sonya Scherle, Roe Herzog, Gail & Jay Vanhorn, Edith Roundtree.
Edith Roundtree called the meeting to order at_7:15 PM with the Pledge of Allegiance.
- Roll call was taken by Suzette James Letters were accepted from Michelle Cooper-Wilson_
- The minutes from the last meeting were accepted by Jay Vanhornand seconded by_ Gail Vanhorn.
- The Treasurer’s report was accepted by Robert Lowery_ and seconded by Wayne James.
- No Correspondence was received.
Edith talked about: Happy New Year to Everyone.
Introduced and thanked the Postmaster of West Palm Beach Ernest Onody for taking the time to join us.
Pay Talks- No answers yet we have to wait. Managers and Supervisors are not asking for representation, it is not right we should not be treated this way. We have rights. PM in Ft. Laud is just issuing discipline and not giving Investigative Interviews. No one should be working for free. If you have an EAS working and you are not paying them it’s wrong. A supervisor should not arbitrarily say they get 2 hours. It must be approved. Falsifying clock rings we talk about this at every meeting. You will lose your job.
We spoke to the DM about falsifying scans on packages. The DM says what you should do is put it in CSDRS to cover yourself that you found this mail in your building. Do the right thing and report it.
Etravel – Be careful what you are requesting from the Postal Service. You will lose your job if you falsify.
PM Ernest Onody – Spoke to the group about NPA, Accidents, Bundle Visibility & Postal Service Reform.
Richard talked about:
We have a new plant manager. We like her.
We have to protect the interest of the Postal Service. Safety is #1 for all of us.
If we don’t protect our employee’s shame on us!
Roe talked about:
We all need to be involved legislatively. You have to contact your Congressman.
Falsification – If that goes to MSPB they are not going to up hold your job. Do the right thing.

Make sure you are checking your emails at work. You have to work as a team and let them know if you have a problem. Follow through and don’t procrastinate check the scanner in the PM when the carriers come back to ensure the scanned their mail. It is the Carriers responsibility to fill out a 1571 for any mail they did not deliver.
Robert talked about:
Supervisors are giving out their password. Don’t give any one your password.

NOVEMBER 14, 2018 MEETING
NAPS BRANCH 154
The 4thQuarterly Meeting of NAPS Branch 154 was held at the Hurricane Grill & Wings Restaurant located at 4075 State Road 7 Wellington FL 33449.on Wednesday, November 14, 2018. Edith welcomed the retirees: Roe Herzog, Gail & Jay Vanhorn, Sonya Scherle, Belinda Palmore-Dennard, Edith Roundtree.
Edith Roundtree called the meeting to order at_7:59_PM with the Pledge of Allegiance.
- Roll call was taken by Suzette James Letters were accepted from Andrew Kissoon &Karen Caruso.
- The minutes from the last meeting were accepted by Richard Guevaraseconded by Wayne James.
- The Treasurer’s report was accepted by Gail Vanhornand seconded by Richard Guevara.
- No correspondence was received.
Edith talked about: Mid-Term Elections are over. Democrats have taken over the house. At least we have support to get Postal Reform back by Bipartisan hopefully.
- When you receive disciplinary action, you need to call your NAPS Rep immediately.
- When you call a NAPS Rep you should not call another Rep to assist you because it causes problems, you will be getting advice and/or instruction from two different representatives.
- E-travel – Don’t mess with it, if you are not sure how it works ask your manager. It is very easy to do it wrong, and if you make a mistake and get back more money you could lose your job. You will be considered stealing. Don’t ask your co-workers.
- Documentation for Attendance- Even if you have FMLA and you are asked to bring documentation please provide.
- Be careful with texting employees.
- Bullying – Starts with the DM giving out 14-day suspensions without 7-day suspension. Past practice is progressive not punitive. They can fire you at will.
- Report Delayed Mail- You must report delayed mail. Do the right thing, you don’t know who is going to walk into your building.
- Kudos to Gail Vanhorn for her commitment to the Legislative, she is very passionate about it.
Richard talked about: We need to invite new supervisors to the NAPS Meetings. We are still having problems with GATS. Be careful when making payments in GATS. If you are not sure ask Labor for Help.
Roe talked about: Sexual Harassment – Don’t touch anyone (employee) don’t risk your job. If you are being sexually harassed tell someone and report it. There is no progressive discipline for EAS. Contact your NAPS Rep. Give your NAPS Representative an opportunity to help you a lot is going on in the State.
The Christmas Party will be at the Atlantis Country Club on December 8, 2018, 3-hour open bar, Chello Holliday band and we have a nice selection for dinner. Come out and enjoy.
Gail talked about: I went to Lauren Baer and got $500 for SPAC. Headquarters provide and donate to our political supporters, that money comes from SPAC tickets. SPAC tickets are $10.00 each please buy some.

The 3rdQuarterly Meeting of NAPS Branch 154 was held at the Bonefish Mac Restaurant located at 662 S E Becker Rd Port St. Lucie, FL 34984, on Wednesday, September 12, 2018.
Edith welcomed the retirees: Karen Caruso, Pete Gonzalez, Sonya Scherle, Jay & Gail Vanhorn, Roe Herzog and Edith Roundtree.
Edith Roundtree called the meeting to order at 7:06 PM with the Pledge of Allegiance.

Edith talked about:
Abuse of Power by Postmasters and Managers- Make sure you request a representative when you are given an Investigative Interview. Do not sit on a LOW call your Rep. Don’t just let it sit in your file. Most are FFI please follow the instruction of your MGR or PM. Please don’t give anyone your keys or passwords ever. You will be held accountable. Southern Area is sending teams to audit you. If you fail and told to correct the deficiency, please follow thru and start on that day.
Integrity– Do not falsify clock rings. Do not tell the employees to scan parcels after 8:00 PM. They can see where you were when you scanned it. Postal Funds and Credit cards do not use for personal use.
Stamp Stock – Please be careful with your stamp stock. Take your time if someone comes up to you tell them to wait a minute.
Zero Bundle- Don’t wait till 9:00 PM to pull the CPMS report. Pull the report before your carriers leave to ensure the box is scanned and all mail collected and dispatched to the plant.
Richard Talked about: Please if you are asked by mgmt. why they should not give you a LOW. Don’t say do what you want with me. Answer the questions and cooperate with the investigative Interview. If you are instructed to perform a task. If you don’t know call someone. Send an Email for clarification.
7:33 PM – 8:07 PM Retirement Advantage Presentation was given to the branch by Joe Carreno.

Roe talked about: This year’s Holiday Party will be held at the Atlantis Country Club in Lake Worth FL. We have been there years ago. We will also have the band Chello Holiday, please come out and enjoy yourself.
Suzette talked about: When you requesting leave submit your PS 3971 to your MGR/PM. If you are told they will not sign your 3971 because they do not have coverage please contact your NAPS Rep. It is your MGR / PM responsibility to find coverage for their BLDG.
Gail talked about: Don’t make excuses you have to do your job. Tell your Postmaster if you need training or access. If you have not completed a task send your PM an email and let them know. Does not matter if you are democrat or republican Vote Postal.
Bob talked about: Make sure you can account for where you were and don’t falsify your time or credit cards. Be careful.

Edith Roundtree called the meeting to order at7:25 PM with the Pledge of Allegiance.

Edith talked about:
Started the meeting with a moment of silence for the passing of two of our members Sharon Lowery (Palms Central) and Michael Razzano (Delray West).
We have a New District Manager Mr. Tim Costello. We attended the Legislative Seminar in Washington DC. Congresswoman Branda Lawrence from Michigan former Postmaster is working for us to keep our benefits as postal employees and retirees. If you have children in high school going to college, please apply for the NAPS Scholarship by July 2018. Winners will be announced at the National Convention the week of August 6, 2018 through August 10, 2018 at the Mohegan Sun Resort in Uncasville, Conn 06382.
- I understand they are still giving Investigative Interviews and letters for Mystery Shops.
- Timekeeping still having issues – Do Not swipe anyone’s badge because you will lose your job fill out a 3971 or 1261 before you enter time into TACS and ERMS.
- Having issues with EAS being reassigned -WE can be moved but you should be told the reason and for how long. (Not just moved when they feel like it.)
- Hold your employees accountable.
Richard talked about:
We have new supervisors in the plant. WPB will be running the second class flats in carrier routed and not walk sequence and they will give us the STD flats
Officer Reports:
Roe talked about: Go to the NAPS website and send your Congressman a letter to save the Postal employees retirement benefits. 2018 Holiday Party will be held on December 8, 2018 at the Atlantis Country Club Lake worth, FL 33462.
Gail talked about:
Bipartisan Reform so we can keep expenses down. Increase the sustainability of the Post Office. We can’t mail wine in addition to banking. We need to support HR 756. You need to send your congressman a letter. MSPB Rights- Can’t use if you don’t supervise employees. Go to NAPS.org Legislative page for information also please support SPAC with your donations.
Bob talked about: Please be very careful don’t touch any customers, employees or anyone. They are not your friends. If they are upset with you it may be an issue.
